Control Any Sim

"This mod lets you take control of any sim in your game. Most NPC sims will have a new interaction on them in the Actions group."

​After you download the mod/cc, and extracted it (if they are in ZIP, RAR format) it must be placed in the following folder This computer/Documents/Electronic Arts/The Sims 4/Mods.
