Don´t Wash Dishes Where You Angry Poop

To prevent your Sims from washing their hands in the bathroom/toilet sink install the Dont Wash Dishes Where You Angry Poop by Scumbumbo. To activate/deactivate, just click on the sink itself and choose whether or not you want it to be used.

After you download the mod/cc, and extracted (if they are in ZIP, RAR format), it must be placed in the following folder This computer/Documents/Electronic Arts/The Sims 4/Mods.
