Keep Sims in Home Region Mod

"This mod limits walkby Sims and visitors on a lot to those living in that local world (i.e. only Willow Creek residents will show up at Willow Creek venues, only Sims that live in San Myshuno will appear as vendors/bartenders/etc. in San Myshuno)."

After you download the mod/cc, and extracted (if they are in ZIP, RAR format), it must be placed in the following folder This computer/Documents/Electronic Arts/The Sims 4/Mods.
